Quantities come from modelling the room across all three problems, not from a rule of thumb or a coverage percentage. The output is a report and a treatment layout you can build to.

Resonance, reverberation and reflection are modelled together, because treating one in isolation moves the others. Reflections are calculated for every loudspeaker, and the combined resonance response for every listening position.

Why the layout is the deliverable
The panel arrangement is aperiodic, so it is the relative positions that do the work. An arrangement is not a suggestion to be adjusted on site: substituting one changes the result. That is why the layout, rather than the panel count, is what the service produces.
